You can, however, compare before and after data of converted smart motorways, or take a median result from roads near to the smart motorway for a slightly more reliable result. The only way to really go along the same lines of you is to take an average of EVERY road's deaths to length, calculate a variance and correct for population if needed. It's a lot more than just an average, and your maths makes absolutely no sense. Kelvin Lamb I agree the article is a trainwreak. It doesn't even differentiate between types of smart motorway. You'd expect that at the very least. It's just misleading. It makes no sense in mathematics at all, but I guess it makes sense in the same way quantum physics makes sense if you apply it to a cake recipe.
